What in the Heck is that Accent?

Let's talk about Cosmos. More specifically, his voice and accent.

It is not Spanish. It's just not. I should know; I live in California in a Spanish-Speaking neighborhood, I immigrated to America from Chile, South America, whose dominant language is Spanish, and every single one of my family members is fluent in Spanish. I know from first-hand what a Spanish Accent sounds like, and Cosmos does not have a Spanish Accent. So what accent is it?

I say it's Transylvanian. The first time I heard Cosmos speak was in 'Prime Target', where he warned Optimus that the search party sent out for Bumblebee and Tracks had been captured and tortured (Ironically enough, this is an episode that also features Beachcomber in a speaking role. +1 fangirl point). 
I thought he sounded a little like Igor, from the Frankenstein movies and parodies. Not as over-the-top and lispy, though. A nice, toned down sort of accent that helped distinguish him from just about everyone else. I also thought that his nasally vowels and half-closed throat were nice touches and a really great voice for the kind of character he is in G1; a lonely guy with a boring job and no people skills whatsoever.

But what about Animated Cosmos?
One thing's for sure, that little guy is adorable as a... really really cute thing. No, scratch that, he is cuter than a really really cute thing. Oh, wait, I've changed my mind; ANIMATED COSMOS IS THE ABSOLUTE MOST ADORABLE THING IN THE ENTIRE UNIVERSE AND ALL OF EXISTENCE END OF STORY. So what kind of voice do you give him? 

Do you give him a cutesy, childish voice?

 Do you give him the same voice as G1 for juxtaposition? 

Do you just let him meep and make small sounds?

Or do you just not give him a voice at all?

Where I stand, I say give an accent similar to the one he had with Michael McConnohie voicing him, but add some of the childish flare and a bit of a 'my-tongue-is-too-big-for-my-mouth' sort of lisp. That's my two cents. What do you guys think?
